The one pursuing it is Chihaya Hagiwara, a white bike officer from the Kanagawa Prefectural Police Traffic Riot Squad and the Wind Goddess once witnessed by Ran.

At the festival, a cutting edge white motorcycle named Angel is unveiled. Meanwhile, in Tokyo, the black motorcycle known as Lucifer once again runs wild. The film depicts a high speed battle mystery as the Wind Goddess Angel clashes with the Black Fallen Angel Lucifer.
