On their way to a bike festival in Yokohama, Conan and his friends are caught up in an accident caused by a black motorcycle racing recklessly down the road. Chasing it is Chihaya Hagiwara of the Kanagawa Prefectural Police—the “Wind Goddess” Ran once saw before. Despite her incredible riding skills, Chihaya narrowly fails to catch the bike.
At the festival, a new white police motorcycle called Angel is unveiled. But then reports come in that a black bike resembling Angel—called Lucifer—has been tearing through Tokyo and evading the police. Who is riding Lucifer, and what is their goal?
