The story of this installment is set in Hakodate, featuring a fierce showdown between Heiji Hattori and the Phantom Thief Kid. Standing in the way of Heiji, who has repeatedly missed his chances to confess his feelings to Kazuha, is his destined rival, Kid. Previously, during the case involving the Konpeki Pearl "Fairy's Lip," Heiji almost kissed Kazuha, who Kid had disguised himself as, after impulsively pinning her against the wall.

Will Heiji, who turns into a hopeless detective when Kazuha is involved, manage to settle his score with Kid in the latest movie and confess his feelings to Kazuha? Characters such as Momiji Ooka, Iori Muga, and Soshi Okita also make an appearance, watching over Heiji and Kazuha.
